We examine the impact of interaction effect of individual and country level factors on individuals` support for welfare policies, based on the social embeddedness perspective. This study departs from the previous studies on welfare preferences in two aspects. First, while previous studies examined either individual or country level factors, we analyzed both levels and their interaction effects by the multi-level modeling to understand how the effects of individual factors vary along with welfare state institutions of each country. Second, while previous studies examined opinions on overall welfare programs or opinions on a specific welfare policy, we analyzed diverse types of welfare policies: providing living standard for the old, health care, job creation, unemployment benefits, and income distribution. The results show that individual-level factors such as employment status and household income are important, and controlling for individual-level factors, country-level factors such as labor participation rate and welfare state characteristics (social expenditure, replacement rate, and active labor market programs) have significant effects. In addition, we found the interaction effect that the level of welfare state mitigates the negative effect of household income.
