Abstract

본 연구의 목적은 출산장려정책방안에 필요한 기초자료를 탐색하는 것이다. 이를 위해 snowballing sampling을 통해 셋 이상의 자녀를 둔 부모 56명과 참조그룹 14명(독일 6명, 프랑스 3명, 한국 5명)을 유의표집하고 질문지를 통해 자료를 수집하였다. 또한 사전에 연구대상자에게 연구참여와 추후 자료활용에 대한 동의를 구하였다. 본 연구에서 조사한 내용은 다자녀가정의 심리적 경제적 환경특성과 다자녀부모의 출산 및 양육과 출산장려정책에 대한 인식 등이다. 본 연구에서 나타난 결과는 다음과 같다. 첫째, 셋 이상의 자녀를 가진 부모의 가정은 모두 화목하였다. 또한 이들은 대부분 아이들을 좋아하고, 결혼과 양육에 대해 긍정적인 인식을 하고 있었다. 둘째, 다자녀 부모의 출산동기는 대부분 아이들을 좋아하고 다자녀가족을 원하기 때문이었다. 셋째, 연구대상자들은 대부분 다자녀 출산을 잘했다고 생각하고 있으나, 때때로 경제적인측면과 양육행동에서 어려움을 겪고 있었다. 넷째, 다자녀 가정의 부모는 출산장려정책 중 보육지원이 다소 효과적이라고 생각하였으나, 대부분 현재의 출산장려정책은 효과적이지 못하다고 느끼고 있었다. 다섯째, 참조그룹은 다자녀 부모의 긍정적인 마인드와 아이들을 좋아하는 심리적 특성의 중요성을 강조하고, 이들에게 유용한 공적 지원을 해야 한다고 강조하였다. 결론적으로 출산장려정책방안은 사회구성원에게 결혼과 다자녀출산과 양육에 대한 긍정적인 태도를 갖게 하는 것이 가장 중요하고 이들이 자녀양육의 어려움을 느끼지 않게 지원하는 방향으로 모색되어야함을 시사한다.

This is an exploratory study into The Childbirth Encouragement Policy Plan. For the purposes of this research, data was obtained from 56 parents with 3 or more children in Korea and 14 reference group members(in France, Germany, & Korea). The methodology used consisted of snow-balling sampling and questionnaires. To conduct this study, the informed consent of subjects was requested. This study surveyed the psychological & economic environmental characteristics, and perception on childbirth, parenting, & the childbirth encouragement policy. The results revealed that; Firstly, all of families with 3 or more children is harmonious. And they like children, and they have positive perceptions of both marriage and parenting. Secondly, their motivation for having 3 or more children was because they enjoyed children and larger families. Thirdly, they think their larger families are good but sometimes they feel difficulties with money and parenting. Fourthly, they feel some effect of the child care benefit system; however, they do not feel the effect of most childbirth encouragement public services. Fifthly, in the reference group, the importance of the psychological characteristics of the parents with 3 or more children were emphasized(namely, a positive mind and loving attitude towards children). Furthermore, they suggested several useful public services for multi-child families. In conclusion, for the Childbirth Encouragement Policy Plan, it is most important for them to have a positive attitudes towards marriage, multi-child families, & parenting. Moreover, it is important not to feel hardships relating to parenting.
