Abstract

본 고에서는 개인별 연금계정 도입 이후 2000년대 중ㆍ후반부터 남미 국가들에서 연금 개혁을 시행하고 있다는 점에 주목하였다. 이에 개인별 연금계정 도입 이후 남미 국가들에서 어떤 문제가 나타났으며 이러한 문제를 해결하기 위한 개혁이 어떠한 방향으로 이루어지고 있는지 살펴보고, 이를 바탕으로 남미 국가에서 이루어진 연금 민영화를 평가해 보고자 하였다. 연금 민영화 이후 남미 국가들에서는 문제 연금 사각지대가 증가하였고 운영수수료가 기존 부과식 공적연금 보다 높아 비효율적이라는 점이 제시되는 등 관리운영상의 문제도 나타났다. 본 고에서는 이러한 문제를 해결하기 위해 실시한 남미 국가들의 개혁 방향을 첫째, 부과식 공적연금 요소의 도입 및 저소득층을 위한 소득보장 강화 등 공적연금의 역할을 강화하는 정책과 둘째, 개인별 연금계정의 적용범위를 확대하고 개인별 연금계정의 운영 수수료를 완화하는 등 개인별 연금계정의 문제를 개선하는 정책으로 구분하고 아르헨티나와 칠레의 사례를 중심으로 국가별 사례를 살펴보았다. 이러한 작업을 통해 연금 민영화 이후 남미 국가들의 2차 개혁이 갖는 의미와 시사점을 정리하였다.

This article reviews pension reform in Latin American countries in recent years. After privatization of pension reform, a number of policy challenges leave including large groups of workers who are not covered and irregular worker participation rates, both of which could lead to inadequate retirement benefits. Also, the administrative fees the AFPs are charging account holders are high. To solve these problems, Latin American countries started a second round of pension reforms. The reforms are resulting in a revival of public components in old-age income maintenance, and improvement of IRAs(Individual retirement accounts). This paper presents a brief overview of privatization of pension reform in Latin American countries and the major changes made to it in recent years. The paper then evaluates the major policy changes in Latin American countries in recent years, and summarizes its lessons to our pension system.
