Abstract

시설거주 장애인이 출소하여 지역사회에서 자신의 자립생활을 영위하고자 할 경우 첫째, 탈시설의향 확인, 둘째, 탈시설 후 중간거주시설인 자립생활체험홈·공동생활가정·자립생활지원센터 등에 대한 지원 및 ‘활동지원제도’ 제공 확대, 셋째, 지역사회에서 자립하기 위한 주거·일자리·소득 지원 및 지역사회 복지서비스와의 연계를 하나의 연속과정으로 제도화하는 것이 필요하다. 이에 본 연구는 하나의 연속적인 과정인 탈시설·지역사회 자립생활 지원을 체계적으로 제도화하는 첫 단계인 거주시설에서 생활하는 장애인들 중 어떤 특성을 가진 장애인들이 탈시설하여 지역사회에서 자립생활을 희망하는가를 분석하고자 하였다. 이를 위하여 본 연구는 지난 2009년부터 2012년까지 몇 몇 광역지자체가 실시한 시설 거주 장애인들의 탈시설욕구를 분석하여 탈시설의향과 이에 영향을 준 변수들 및 만족도 등을 비교하였다. 시설 거주 장애인의 탈시설의향은 일반적으로 2009년 57% 수준에서 2012년 34% 수준으로 지속적으로 감소하였다가, 다시 58% 수준으로 증가하였다고 이해할 수 있다. 이러한 감소와 증가의 동반 경향은 조사의 시기와 지역 및 조사대상자의 인구사회학적 특성뿐만 아니라, 시설에 거주하는 장애인들 중 발달장애인 및 중증 장애인의 증가 등 다양한 이유 때문에 하나의 일반적인 결과를 제시하지 못하는 결과를 유도한 것이라고 할 수 있다. 이에 따라, 본 연구는 2012년 인천광역시에서 실시된 시설 거주 장애인에 대한 전반적인 실태조사를 바탕으로 한 로지스틱 회귀분석을 실시하여 다양한 변수들 중 어떤 특성을 가진 장애인들이 상대적으로 탈시설의향이 강한가를 종합적으로 분석하였다. 인천지역 실태조사를 분석한 결과, 본 연구는 장애유형별 거주시설에 짧은 거주기간, 여성, 상대적으로 높은 연령, 휴대폰·인터넷 사용에 대한 만족 및 시설에 대한 불만족, 직업훈련 수행 등이 상대적으로 강한 탈시설의향에 영향을 준다는 것을 확인하였다.

The supports for deinstitutionalization and independent living in local community for the disabled means a successional process: first, identification of the intention of deinstitutionalization; second, provision of housing facilities in transitional phase and activity support for the disabled; third, provision of permanent residential space, income and workplace for the independent living and dynamic linkage of various social services(including activity support for the disabled). The first step for this process is to identify and to categorize, which disabled have relative strong intention of deinstitutionalization.
This study has tried to analyse comparatively the actual condition surveys of the disabled in living facilities in the time between 2009 and 2012 from the aspects of intention of deinstitutionalization and its independent variables, level of satisfaction. The intention of deinstitutionalization has decreased steadily from 57% in 2009 to 34% in 2012. But, the two surveys record 57% of the intention of deinstitutionalization. The sociodemographic variables of the disabled for the intention of deinstitutionalization are not consistent in all surveys. Only one survey has identified the interrelationship between the intention of deinstitutionalization and dissatisfactions with staffs and services of facilities.
This study has taken a logistic regression analysis to identify and categorize the influence variables of the intention of deinstitutionalization of the disabled. The results are that woman, relative old age, satisfactions with usage of cellular phone and internet, dissatisfactions with facility, practice in vocational training, relative short residence in living facilities for the disabled by type(rather than in living facility for the severely disabled). Because this result comes from a actual condition surveys for Incheon in 2012, it can not be applied for the whole country. Therefore, the nationwide identification and categorizing for the intention of deinstitutionalization of the disabled, that would lead for the first step for the supports for deinstitutionalization and independent living in local community for the disabled.
